It is because during those months, there occurs high chances of occurring cyclones

Explanation:

There occurs high changes of occurring cyclone in the mid-latitudinal areas in the coastal region because of the increasing temperature and the moisture content in the air. It generally takes place during the summer season, but there occurs cyclone in the Bay of Bengal during the pre-monsoon and the post-monsoon season, of which the post-monsoon is more vulnerable.

During this time of pre-monsoon and summer, when the hot and dry air mass travels towards the Bay from the northwestern part of India, it obstructs the hot moisture containing air to lift upward. This does not lead to the formation of clouds, so there occurs less chances of cyclone. But during the post monsoon, this air mass is not present as a result of which there occurs high chances for the occurrence of cyclones.

Due to this, the people and the fishermen are not allowed to venture near the Bay of Bengal during the month of October and November.
