Strong oxidising agents have high tendency to oxidise other element and itself get reduced. Thus, Fluorine has highest reduction potential as compared to chlorine, bromine and iodine.

High reduction potential is due to low bond enthalpy and high electronegativity of Fluorine.

Thus florine act as a low reducing agent and is best oxidising agent
