Why fluorine does not form f4+ ions?

Because fluorine atom can share electrons with another non-metal to form a covalent bonds.

Hey mate here is your answer . . . .

The atomic number of fluorine is 9. It's electronic configuration is 2,7. Thus, to attain it's stability it accepts one electron which results in having of -1 charge over the atom of fluorine. It is due to this reason that fluorine forms F -1 ion and not F+4 ion.
