The electronic configuration of chlorine is---- 2,8,7 (three shells)
Thus, the Fluorine has more tendency to gain electrons due to more charge with the nucleus (due to less shells), thus it is more electronegative than chlorine and thus it is more reactive or reacts more easily in gaining electrons from other atoms.
