Because water float on the top of the fuel and does not allow the flame to react with the fuel.that is why flame takes longer time to burn when they wet.

When fuel has moisture in it then it takes time to burn as only the fuel in the mixture burns.

If in a certain volume there is enough moisture then the available fuel for burning is less and hence it takes more time to burn a certain amount of fuel.
