Why fundamental rights are only made by parliament acts why not state legislature?

India, judicial review is applied to ''due process of law'' , where in not just the law .... But till the legislature does not pass the act.

Fundamental acts are only made by Parliament's acts because ... In Parliament there is a membership of President ,,,, Members of Parliament means MP of Central govt ,,, And with this members of legislative assembly...
It is a perfect place to set acts for the whole nation ... Because before passing some rights or laws there is huge arguments done by Parliament's members...
But they can't be possible in state legislature because there is only the people participation of state leaders not of national leaders....
