its because boys have a very rough voice and their Adams apple breaks and becomes rough at a certain time.............
hence their voice cannot reach a higher pitch

Boys' voices do suddenly just change - it's to do with a growth spurt in the larynx - they go from lovely high treble to down below middle C and a range of about 6 notes. They can squeak some of their old high notes if they are lucky, but they are not secure, and they need to accept that they are gone forever. A few months down the line and the range will suddenly extend, and this will keep happening until the voice settles in its new manly range.
