when there is cold water inside the vessel in a surrounding where the temeprature is higher than the contents inside it equalises it's temprature.
take for an example sweating, when we are running our body temperature rises which means hotter than room temprature. in that case our body lets out the heat in the form of sweat.
so when the glass is feeling cold it's surounding wraps it in alleged heat blanket in which the glass feels hot and apparently gives out sweat.

we can see droplets of water forming on the glass due to condenssesion, because the cold water is rising its temperature to match the teprature outiside the vessel (glass)
