A more formal treatment shows that gravity is always attractive, whereas electromagnetism can be attractive or repulsive. The reasons for this are extremely technical.
Charge is the thing which determines whether electromagnetism attracts or repels. The "sign" of the mass doesn't determine whether gravity is attractive or repulsive, though: it is always attractive. Since gravitational force and mass are so tightly related, and gravitational force only attracts, there's only one "sign" which mass can logically have. That's why we don't expect negative mass to be a thing, it doesn't really make sense within a modern definition of mass.
