because metal instead of oxidising Hydrogen of HNO3 it oxidises NO3 ion that's why H2 is not liberated

Hydrogen gas is not evolved when a metal reacts with Nitric Acid because Nitric Acid is a strong oxidising agent.It oxidises the H2 produced to water and itself gets reduced to any of the Nitrogen Oxides (NO, N2O, NO)
