He/she rules according to their whims and fancies not caring about the interest of general public
On the other hand in a democratic government power is shared by all the citizens of the country
They are the sovereign individual who rule themselves either directly or indirectly
After the end of era of colonisation, almost every country adopted democracy to ensure their development
It was the result of the large efforts and struggles of the people
People desired freedom from all the bondage
All these factors have contributed to the growth and spread of democracy

By the year 2000, 140 of the world’s nearly 200 countries held multi-party elections. In practice, only 82 countries, with 57% of the world’s people, are fully democratic. Compared to 1985, when only 44 countries were truly democratic, with only 38% of the world’s people, this is real progress.
