Why has India never had a famine of the level which occured in China in 1958-61

According to the economists, the main reason for this is democracy. In India the government was forced toprovide facilities to the people during famine otherwise it could lose the elections. But this was not the case in China. China seems to be democratic but actually it is not.

Since "India's democratic policies" were different from "China 's economic policies" it never had a famine at the level which occurred in "China" in "1958-61". India is a democracy and the polices of the democratic government were able to handle and cope up with any chances of food shortage effectively. However China failed to do so since it was not a democracy where welfare of the country's citizens is the priority.
