During the 2010-2011 fiscal year, agricultural growth was 3.28% whereas the expected growth was 4%. This was because of economic reforms, which brought growth in manufacturing and due to which the contribution in agriculture came to downfall. This is the reason that India's agricultural sector got a major setback instead of increase in GDP rate.
