The two production ends of the tertiary sector carries vast difference in their skills and knowledge. The upper end with highly professional skilled people are able to make their living and grow through their knowledge, while the lower end with unskilled labors do not make their earnings and thus hinder the growth of the entire tertiary sector due to this difference in earning.
