Why has the poet compared the eye of the fisherman to the sea on foggy days in the poem 'The Fisherman'?

because i think that the fisherman saw that days when he was young.Might be he saw foggy whether and clean water and many more natural things in those days.Niw he is missing those days.Now also when he is seated for catching fishes his eyes still remember those beautiful and pleasant memories.
