Why has there been a tendency for sugar mills to shift to southern and western states?

The reasons for moving of sugar mills towards South and West India are as follows: 
Tropical climate is ideal for the growth of sugarcane. South and West India has longer crushing season due to cooler climate.
Sugar contents (sucrose) in the sugarcane of south is more than that in the North.
Labour is cheap in this part of the country.
