Why has women reservation bill not been easily passed in Parliament ?

We know that women representation in Parliament was not quite enough, even to be countable.

We also know that in Parliament men representation is at a large scale.

So, the acceptance of women's demand was not considered to be as a matter, as if they concern it they will have to losse their own seats.
