Why Hcl is soluble in water?

HCl when added to water gets covered from all the sides with polar water molecules. Due to their interaction with H-Cl the polar covalent bond gets dissociated into H+ and Cl-. H+ gets attached with one of the H2O molecules and becomes H3O+ ion.
