He is an inert gas with no valency as it has a stable duplet configuration.
all other inert gases have stable configuration n r placed in group 18. He, being an inert gas is grouped along woth them to gr. 18.

Gr 13 holds all the metals with valency 3. Since He is neither a metal nor has the valency 3, its not placed in gr. 13.

Actually He have complete outermost shell ,and the size of the He is also be small ,then why he become a inert gas which don't react anyone easily.

He is duplet configuration and it have no valency , but another inert gas have octat and also no valency
the most of the property of He is match with inert gas family that why we put He in inert shell.
