in higher oxidation states, the cation with high charge density (charge/size ratio) has high polarizing power. It distorts electron cloud of neighbouring anion to a large extent. This leads to overlap of electron cloud and hence a greater degree of covalent character so much so that the bond becomes covalent. (Differences in electronegativity may change the nature of the bond, imagine the different types of bond as a spectrum)
