why hill station is cool as warm air always rise up so hill station also warm?​

This is mainly because of two reasons related to thermodynamics -

Places at higher altitudes (Hill stations) have low Pressure i.e. low density of air due to gravitational effect. So, as air travels from lower elevation (at high pressure) to higher elevation (at lower pressure), it expands and cools. (Cooling is due to the energy lost in doing work while expanding)

Atmosphere is mainly heated from below i.e. from earth surface by trapping outgoing longwave radiation (Greenhouse effect). At lower elevations, atmosphere is thick and Greenhouse effect is more strong in trapping outgoing longwave radiation than at higher elevations where, air is rarer and has less capacity to trap outgoing Longwave Radiation.
