When we drink tea, the cup touches lower lip.  Lips are sensitive to heat since the skin of the lip, with three to five cellular layers, is very thin compared to typical face skin, which has up to 16 layers.

Since steel cup is good conductor of heat compared to ceramic cup, when we sip from steel cup it touches the lips and it hurts.  

And thus, hot tea is served in cups made up of ceramic instead of steel​.
