why hydrogen always attaches with more electronegative atom?

a hydrogen bond is the electrostatic attraction between polar molecules that occurs when a hydrogen atom is  bond to highly electronegative atom such as nitrogen fluorine and etc
it alwas attaches to a electronegative atom because it is an elctron donor
