because they react and make hcl which is soluble in water

Hydrogen chloride gas is highly soluble in water it makes upto 35 to 36 % of hydrochloric acid by dissolving in water, hence due to this reason hydrogen chloride gas can not be collected over water. ... A gas in a gas is immiscible, but hydrogen and oxygen form water.
