why hydrogen gas is not produced when active metal react with nitric acid?

Because nitric acid is a more reactive substance.

As HNO3 (nitric acid ) is an oxidizing agent which oxydizes the metal, means it adds up oxygen to the reaction and reduction of hydrogen , but there is an exception that nitric acid reacts with magnesium and manganese evolves hydrogen at (1%)
