Due to the crystal of the solid phase of water , the molecules arrange themselves in a rigid, ordered fashion and end up being on average, farther apart from each other(than they are in liquid phase), and thus less dense.
Overall saying, ice cubes have air filled between the spaces of molecles making them lighter than liquid water. Hence they are less dense than water.
