Somewhere you have misunderstood the term test cross.....see there are 2 types of back cross
1.out cross------>
when F1 individual is crossed with dominant (Tall) parent
2.test cross------->
when F1 is crossed with recessive (dwarf) parent
{Test cross helps to find out the genotype of dominant individual}
