✨ india is called a federal country because like In any federal nation , india also has the Division of powers . In india the powers are equally divided between the different constituent units .

Hii,
India is called a federal country because every state and union territories are free to make their own decisions, irrespective of the central government policies. It's their own will to accept a policy or not. They can make their own laws. They are not abide to follow central governmet.
Currently, best example is FDI - foreign direct investment, issue. Central governments need to bring FDI investment in the country but it solely depends on the state government, if they want to accept FDI.
