Indian Constitution is federal in formbut unitary in spirit”. Basu, “The Constitution of India is neither purelyfederal nor purely unitary but it is a combination of both." Similarly, B.N. Banerjee has said that, "The Constitution of India is federal in formbut unitary in spirit."
