Why india is not developed as a great scientific power?

Although India has many scientist, developed industries and laboratories. But India is not developed as a great scientific power. One of the reason behind this might be that India doesn't produce much of its aircrafts, technologies , scientific equipment itself , but it buys from other countries. Due to lack of scientific equipment and technologies, it can't produce much of its scientific products itself.
