Why integrated circuit are in black colour?

the black color is carbon. 

carbon absorbs radiation, in particular UV radiation which would damage the delicate internal circuits. in fact one type of "eraseable" ROM has a window which you can hold up to a UV light to clear the memory. 

carbon is also a conductor of heat. this helps move heat away from the internal workings and dissipate through the case.
