Why investment in human resource is valuable for countries like Japan ?

Japan's economic growth is due to a stronger yen, efficient managerial and administrative systems, policy changes and being the world's leader in technology.

Still the Japanese economy growth rate has been stagnant for the past 25 years.

Japan has some of the highest life expectancies in the world and the government is spending a lot of its resources to support a massive swelling of the elderly.

To be investing in human capital would be investing in the younger generation of Japan.

Government should have scholarships in place and low interest loans to increase the literacy level in Japan and number of students studying abroad as that would help Japanese students get exposure which will eventually contribute to Japanese economy and society.
