why is a complete path required for the current to flow??

Actually the concept is that current always flows in a circuit (closed circuit)which means electric current cannot be transmitted through air it requires a medium to flows it...for example: if a person touches the live wire then the current will transmitted through his body to the earth nd if he stand on a insulator then the current will remains flow on its own way. .thank you..
