A terrorist act is always considered a non bailable offence because this activity is done for the purpose of harming others country men,and the people involved in it cannot be left free after a year or two jail.Keeping these people jailed or free is all about one's country respect. So those people should not be bailed.

A terrorist activity is a crime done against the country so it cannot be bailed. It is because it is usually done to harm a country's fellowmen and harming a person without any reason is punishable. If they are freed then they may be the cause for more terrorist activities thus leading to the death of more innocent people.
