why is ammonia more basic then tertiary amine

It is because alkyl group donate electron to the more electronegative nitrogen. The inductive effect makes the electron density on the alkylamine nitrogen greater than the nitrogen of ammonium .
So this makes the primary, secondary, tertiary alkyl amines more basic than ammonia.
