hey Frnd.....
it's because of 2 reason
1) this is to reduce the pressure exerted by the tank.
as we know that pressure is inversely proportional to area. so if we increase area of the tank by putting chain it will reduce the pressure of the tank.
2) it is because so that the tank will easily move in the sandy area.
