Bangladesh standard time(BST) is technically UTC(+6:00). Indian standard time(IST) is usually UTC(+5:30) . So there is a 30 minute difference there. India nor Bangladesh observes DST(Day light saving) and therefore always have a 30 min gap. Time zones are based on the longitude where the country is. India is spread out in both length and breadth wise. So India spreads along two different time zones +UTC5:00 and UTC+6:00. But India wanted to go ahead with a same time throughout the whole country and therefore came up with UTC+5:30 which is the average of the above. Though this works fairly nicely for all the other parts of India it does not work well for the north eastern states. They actually tend to fall more likely into the new time zone of +UTC6:30. And as recently as 2014 Assam(one of the north eastern state started using a new time zone).Bangladesh falls under the UTC+6:00 and they chose to have that as their time zone.
