Why is bleaching powder (CaOCl2) called available chlorine?

because it is considered as a mixed salt of hydrochloric acid and hypochlorous acid. and in the presence of a very small amount of dilute acid, it gives nascent,oxygen due to the evolution of (O),it Acts as an oxidizing and a bleaching agent
