Why is Buddhism true and not true?

Depends how what you understand under “Buddhism” and “being true”.
If you are looking for factual confirmation of samsara cycle, karmic balance and our current realm of dukkha - there has not been any single validation of their existence. Neither would it it possible to confirm their existence, due to extreme ambiguity of the subject matter (kind of hard to study the constant rebirth with the tools we have at our disposal). Like any religion, faith is a main component here, and for any serious follower of any religion, factual validation of their faith has pretty low priority.
