Why is cerebrum called the seat of consciousness

It is bcuz the cerebrum has an inner white matter which has the axons of the neurons and an outer grey matter which is made of grey cell bodies and has many folds and convulsions to increase the surface area which will accommodate more neurons..so it is called the seat of intelligence, consciousness, etc.
