Why is change usually slow in societies, even though might be harbingers of good?

There is a discussion for something (good intention)

50% are against it and 50% are with it .

Slowly by slowly many people will see why is it good or right,

And then the numbers will turn to 41% against it 59% with it .

The people need to also see what is right and what is wrong .
