Water during a flood is everywhere.
Cholera in such conditions which are very happy for them get all they need.
Cholera is a water spreaded disease.
So it can have a huge and impactful burst.

During floods the sanitation system overflows and contaminate drinking water supply. For this reason cholera is an outbreak is common during floods.
