1)In a non democratic regime the leader or the monarch will take the decisions all by himself without even thinking about the public and majority opinion.
2)In a democracy though a lot of time is consumed in arriving at a decision
But the democracy involves a set of steps and procedures to take the decisions.
3)The time taken is worth it as the decision taken will be more effective and also it will be appreciated by majority public.
