It is because of the ring strain. Fortunately, the orbitals bend a little to compensate it, but that isn't enough to completely stabilize it.

The triangular structure of cyclo propane is not making the required angle of stability that is 109.5 but only 60 thus it is far less reactive than cyclo hexane ...
