why is democracy called a best rule

Democracy undeniably makes best conditions for majority of people as it permits population of nation to directly or indirectly and deciding on issues of

nation and given in their best interest and decides on a solution which benefits them and not elite ruling class.

This is blanket statement and ignores distorting conditions on democracy.  

This can include effects of war, economic distress, big money and special interests.
