A democratic country is run by the political leaders and government officials.

In order to make any decision, it must be approved through many levels and many officers should cross-examine the issue and give the decision.

Large debates and discussions are conducted in a state as well as also throughout the country and this is the reason why democracy is called a government by discussion.
