This is because they discuss everything thoroughly and make sure everyone is satisfied with the decisions taken and vote on issues and make their citizens aware

Because a democratic govt. has many members involved. Any decision taken by the govt. goes through a discussion of many people where the possible mistakes could be amended. So the democracy is called a "Govt. of discussions.
