modern times, democracy can be best form of government only when it is a qualified democracy. That is to say;
Representation in any democracy is mostly considered by the process of voting, where'the People' choose their representatives. It must be noted that voting is not a fundamental right (in India). Because,
Socrates called voting, a'skill' more than a right. A 'skill' which needs to be taught by an unbiased teacher as to what factors should be considered in choosing a candidate. Athens, the first democratic republic went to the ground when its democracy failed and took a violent turn.
Democracy can be distinguished from majority rule, only when the subjects of such democracy do not vote only on the basis underlining 'majority'. But, they should have a skilled mind of their own to distinguish between good and bad for the nation.
