To begin with there are many variances in methodology of how democracy is executed and what constraints are in place to avoid extreme outcomes or situations.
Democracy is about governance, while problems within a nation can not be solved by legislation.
Can you legislate against racial or religious divisions that are routed hatred, prejudice, ignorance and cultural beliefs? NO.
You create hate laws and religious freedom laws but you can’t legislate to alter cultural issues.
The US has had racism and ethnic discrimination issues since colonial days and they still exist some 200 years later.
For poor people in the US in need of health care, democracy is not the solution. Of the wealthiest countries, the US stands out for not having universal healthcare.
A 2015 article in Huffington Post quotes a Harvard study that 60% of US bankruptcies are due to medical expenses. Whereas even a poor communist Cuba offers universal healthcare and ranks high in the Human Development Index (HDI).
