This is because the decision in a democratic regime are taken and finalised after a long debate and discussion and after the mutual consent of all power holders a decision is finally adopted .

as you know that in democratic decision making process everybody has the right to give his opinion and due to this right many advantages and disadvantages or in other words many demerits and merits come on the way of the decision making that is why on discussing on the merits and demerits the process consumes more time as compared to dictatorship because in dictatorship hacking firms roll without consulting with anybody
